Description

Proportionate, effective regulation ensures that enterprises of all sizes improve their environmental performance, while supporting the wider transition to greener economic growth. This area of work includes two distinct focuses, one targeting large industrial enterprises and the other small and medium enterprises (SMEs). To support better environmental performance for large enterprises, the OECD is providing analysis and capacity building on the implementation of the Best Available Techniques (BAT) approach, derived from the EU’s Industrial Emissions Directive (IED). With SMEs, the number of firms and heterogeneity of environmental risk makes regulation challenging. Here, the OECD is providing analytical and capacity building support to develop General Binding Rules (GBRs) for specific activities as well as tools to help SMEs improve their environmental performance and economic competitiveness, based on country demand.
