Strengthening administrative capacity for green transition in the Republic of Moldova: State of play and reflections on possible improvements 

A well-functioning public administration is a prerequisite for transparent and effective democratic governance. It is the foundation for the functioning of the state, determining a government’s ability to provide public services and to encourage competitiveness and growth. Public institutions are the principal drivers of a country’s economic and sectoral policies. Public authorities also play an important role in aligning various goals and interests and evaluating progress in meeting policy objectives.

The same applies to the institutions that develop and execute policies on environmental management and greening economic growth. They set up ambitious but realistic objectives of environmental policies and design mechanisms that minimise the impact of human activity on the environment and natural resources. Environmental agencies also help build the scientific understanding to meet such objectives as the sustainable use of natural resources, protection of public health, and protection of valued species or places. They also provide needed information and infrastructure, resolve conflict, enforce compliance with rules and facilitate adaptation to change.

This report takes a snapshot of administrative capacity in the field of environment management and the green economy in Moldova at the central and subnational levels. It provides recommendations for strengthening the capacity of government institutions and their staff.
