Promoting Sustainable Public Procurement and Eco-labelling in Ukraine

The workshop on “Sustainable Public Procurement and Ecolabelling in Ukraine” took place on 12 October 2021.

Objectives and expected results of the workshop were to:

  • Present UNEP’s approach to defining Sustainable public procurement (hereinafter – SPP) criteria.
  • Present changes in legislation (June-July 2021) that affect the possibility of applying SPP in Ukraine.
  • Present and discuss the drafts of new SPP criteria for: i) repair and construction of roads and ii) food and food services.
  • Present and discuss the drafts of new ecolabel standards for: i) furniture, flooring and other wood products and ii) plastic products.
  • Present and discuss the draft of new Guidelines on SPP and the use of ecolabels as one of the tools for establishing SPP criteria.
  • Explain to participants the benefits of the proposed criteria and guidelines.
  • Discuss the next steps to strengthen the SPP capacity in Ukraine under the EU4Environment.

Participants

The participants included the representatives of the Ministry of Ecology and Natural Resources of Ukraine, the Ministry of Economy of Ukraine, the Verkhovna Rada’s Committee on Environmental Policy and Management, the Delegation of the European Union to Ukraine, the United Nations Environment Program, the Global Ecolabelling Network (GEN) and its members, experts, public procurement customers, suppliers, business and non-governmental organizations.

Background

Sustainable public procurement is a globally recognized key policy tool to support sustainable development and an inclusive transition to a green economy. International, European, national and other standards enable manufacturers to implement sustainable management systems and improve their efficiency based on uniform requirements in accordance with best practices and taking into account today’s challenges.

Under the EU-funded EU4Environment programme, the United Nations Environment Program (UNEP) aims to strengthen Ukraine’s capacity to implement Sustainable Public Procurement (SPP) and increase the use of Ecolabels. This will be achieved through the provision of technical assistance and capacity development / training for policy makers, procurement practitioners, businesses and industry associations, as well as non-governmental organizations and other stakeholders.
