Sustainable Public Procurement and new opportunities to support SMEs in Ukraine

The online workshop took place on 19-20 October 2021.

Objectives and expected results of the workshop were to:

  • Identify the factors that will affect the growth of demand for sustainable goods, works and services, as well as barriers to sustainable development of SMEs;
  • Reveal the role of eco-labelling in the field of public procurement;
  • Reveal the practice of SPP application in Ukraine;
  • Present new SPP criteria and methodological recommendations for their application, developed within the framework of the EU4Environment project;
  • Present current trends in introduction of resource-efficient production in Ukraine;
  • Present national experience of implementing the eco-labelling program and success stories of national producers of environmentally certified products;
  • Explain to participants the responsibilities and control in the field of public procurement and give examples of illegal actions of customers and suppliers, as well as appeal procedures;
  • Reveal a concept of unfair competition: forms, methods of prevention and responsibility;
  • Introduce the principles and methods of application of ecological self-declarations;
  • Provide opportunities to train and support the implementation of new ideas for sustainable development of SMEs;
  • Present national experience in implementing safety management systems and food certification schemes;
  • Discuss the next steps to strengthen the SPP capacity and develop eco-labelling in Ukraine, support producers with improved environmental performance within the EU4Environment project.

Participants

The participants included the representatives of the Ministry of Ecology and Natural Resources of Ukraine, the Ministry of Economy of Ukraine, the Verkhovna Rada Committee on Environmental Policy and Management, the Delegation of the European Union to Ukraine, the United Nations Environment Program (UNEP), the Union of Entrepreneurs of Small, Medium and Privatized Enterprises of Ukraine, experts, public procurement customers, suppliers, non-governmental organizations and the representatives of SMEs.

Background

Sustainable public procurement (hereinafter – SPP) is a globally recognized key policy tool to support sustainable development and an inclusive transition to a green economy. International, European, national and other standards enable manufacturers to implement sustainable management systems and improve their efficiency based on uniform requirements in accordance with best practices and taking into account today’s challenges.

Under the EU-funded EU4Environment programme, the United Nations Environment Program (UNEP) aims to strengthen Ukraine’s capacity to implement Sustainable Public Procurement (SPP) and increase the use of Ecolabels. This will be achieved through the provision of technical assistance and capacity development / training for policy makers, procurement practitioners, businesses and industry associations, as well as non-governmental organizations and other stakeholders.
