Designing and costing a green public investment programme
The green public investment programme for Georgia aims to utilise non-municipal organic waste generated by agriculture, households, food and beverage production. Within EU4Environment, the OECD applied a programmatic approach to create pipelines of priority investment projects that will help the
Government of Georgia achieve its environmental and climate-related targets. The programme will support the partner country to process biodegradable waste that is currently disposed in landfills, illegally burned, or dumped in nature.
Using the OECD costing model, the programme calculates the level of funding needed for subsidies to convert waste into energy (biomass, biogas) or compost. This will result in a substantial reduction of greenhouse gas emissions, prevent water and soil pollution and will also encourage private investment in environment and climate-friendly technologies. Notably, government officials and experts in Georgia will be equipped with the know-how and practical skills to design similar public environmental expenditure programmes. Such programmes are better positioned to successfully compete for both national and international public support, and to leverage the funds necessary to embark upon a greener and sustainable development path.
