Designing Green Public Investment Programme and Conducting Training in Georgia

The consultation between the OECD and the Ministry of Environmental Protection and Agriculture on “Designing Green Public Investment Programme and Conducting Training” took place on 18 November 2020.

Objectives

The objective of the meeting was to present and discuss the proposed technical assistance project “Designing Green Public Investment Programme and Conducting Training” and its implementation in Georgia.

Participants

The meeting gathered the officials from the Georgia’s Ministry of Environmental Protection and Agriculture and their invited experts, the EU4Environment programme and project managers at the OECD and experts from an international consultants from an Austrian company Kommunalkredit Public Consulting (KPC) GmbH selected for the project implementation.

Background

EU4Environment is helping increase the capacity of government authorities to better manage public environmental public expenditure. The main objective of the proposed project “Designing Green Public Investment Programme and Conducting Training in Georgia” is to equip the government officials and experts in Georgia with know-how and practical skills on designing a green public expenditure programme with the aim of obtaining adequate resources from the public budget and leverage international financing for its implementation. The programme is to be designed in line with international good practices and can serve as a model for preparing other low-carbon public investment programmes within national medium-term expenditure frameworks (MTEFs).
