Prioritization and Market Readiness of the selected products for the initial Implementation of Sustainable Public Procurement in Georgia

The workshop on “Prioritization and Market Readiness of the selected products for the initial Implementation of Sustainable Public Procurement (SPP) in Georgia” took place virtually on 22 June 2021.

Workshop objectives and expected outputs were to:

  • present and raise awareness on the UNEP SPP approach;
  • present various examples of SPP implementation, including examples of SPP practices in the EU;
  • present and discuss the process of identification of prioritized procurement objects (goods), selected for the initial implementation of SPP in Georgia;
  • present and discuss the market readiness analysis and the relevant data obtained from the Georgian e-Procurement system;
  • present the approach for further implementation of SPP concept on selected procurement objects (goods).

Participants

The meeting gathered officials and participants from the Parliament of Georgia, Ministry of Environmental Protection and Agriculture of Georgia, Ministry of Economy and Sustainable Development of Georgia, Environmental Information and Education Centre, State Procurement Agency, Dispute Resolution Council, Energy Efficiency Centre, as well as other line Ministries, contracting authorities (public sector) CSOs experts and academia professionals.

Background

EU4Environment supports 6 countries, including Georgia, in making policy planning and investment greener, stimulating the uptake of innovative products and technologies, and raising awareness about the benefits of environmental action. More specifically, UNEP supports Georgia to promote activities related to SPP issues and its complementary tools.

In close cooperation with the Environmental Information and Education Centre (EIEC) and the State Procurement Agency of Georgia (SPA), UNEP implements a set of  activities on promotion and application of SPP, including improving the legislation to introduce the SPP provisions.

The purpose of the workshop was to present how the identification process of priority procurement objects took place and, in particular, how the prioritization exercise and the market readiness analysis are conducted.
