The four-stage Exploratory Foresight in Ukraine is reaching its final stages, marked by significant milestones, including the completion of the interactive consultation workshop, the conduction and evaluation of Survey A on the future visions and scenarios, and the conclusion of two Panel of Experts Workshops.
Survey A sought insights and creative perspectives to build a shared vision of the future, considering various scenarios for Circular Economy (CE) development in Ukraine. The results revealed that:
- 86% favour the “Global Circular Society” Scenario for Ukraine’s next decade, highlighting a commitment to green industrial recovery, embracing the CE approach across society and the value chain, along with government support for CE initiatives.
- 49% believe collaborating with non-EU institutions is crucial for implementing CE policies.
- Top Key Product Value Chains (KPVCs) for Ukraine’s CE include plastic and packaging, energy systems, electronics and ICT, construction and buildings, and food.
- Top 5 enablers for KPVC implementation include zero-waste construction materials, zero-waste water systems, collaborative circular standards and regulations, reverse logistic hubs for re-use and recycling, and circular literacy in homes and workplaces.
The Survey A results laid the groundwork for the Panel of Experts 2 discussion on January 24, 2024. The panel, comprising 50 participants (65% women), aimed to:
- Explore connections between visions and pathways for the future development of CE.
- Define the roles and actions of key stakeholders as primary agents of change in this process.
- Discuss the implications, barriers, and enablers for key product value chains, including waste management, packaging, construction, electronics, textiles, and food.
The concluding phase of the foresight is currently underway, with ongoing data collection for the final analysis of Survey B and a number of face-to-face interviews to be conducted with selected stakeholders. The survey is anticipated to be extended until 6 February with the aim to:
- Validate and refine previously developed future visions.
- Identify critical stakeholders, enablers, and drivers to advance priority value chains and infrastructures toward a sustainable circular economy, emphasising key circular technologies.
- Define actors and actions for the envisioned transformation pathways.
