Free Economic Zone (FEZ) Valkaneș, based in southern Moldova has a different administrative set up to common IPs in the country. With their own sets of opportunities and challenges, the administrator of FEZ Valkaneș has set the Zone on the EIP journey with a positive focus to improve sustainability performance by nearly 35%, as demonstrated in the below graphs following their EIP assessment:

Park Management
Planning and Park Design
- Develop an urban zoning plan (or even a small plan with maps, infrastructure, etc.). Develop a detailed masterplan for the site, including all essential and efficient infrastructure, relevant and suitable utilities (including water, energy, resources (considering sustainability)), planning, and zoning to improve opportunities for industrial symbiosis. The plan should include:

- risk analyses; essential and efficient infrastructure (onsite and offsite, in particular ensuring access to decent housing), utilities, transportation network; environmental and social issues; buffer zone around the zone; procedures to safely locate high risk industries; and cluster synergistic industries and similar.
- Integration into the master plan of relevant requirements specified in this EIP framework.

Park management services
- Develop a satisfaction questionnaire/survey for all tenants on regular basis (every six months). Various questions could be asked, including: overall satisfaction; infrastructure; amenities; park management responsiveness; sustainability services (waste, water, energy); safety and security; etc.
Environment
Management and monitoring
- As part of a contract, or a code of conduct, include requirements from tenants to measure, record, and share data on sustainability such as resources consumed, waste produced and managed/discarded, energy used, water consumed, wastewater generated and discarded, etc. Map the FEZ as well as the other sub-zones to see if there could be synergies including service synergies, by product synergies, etc.
Waste and material use (waste and hazardous waste)
- In the contract with tenants, add a section on waste management practices (especially hazardous waste management) and the responsibilities of the tenants. The FEZ can also consider having a separate agreement on waste, if more practical. Consider what other environmental and social aspects can be included in the agreement/code of conduct. Since the template of the agreement with tenant comes from the Ministry, it may be better to have a separate agreement/annex. Create a good code of EIP conduct for the zone
