Call for technical experts in the Republic of Moldova

EU4Environment Action (the regional programme funded by the European Union) is looking for two professionals for the roles of Resource Efficiency and Cleaner Production (RECP) experts in Moldova.

Under EU4Environment, and in collaboration with its national partner on RECP assessments and training (the Organization for the Development of the Small and Medium-sized Sector, ODIMM), the United Nations Industrial Development Organization (UNIDO) is looking for two professionals (one industrial engineer and one energy efficiency engineer) for the positions of technical experts to implement and promote the UNIDO RECP methodology in the Republic of Moldova, working as part of the ODIMM team.

Role Description

Under the supervision of the United Nations Industrial Development Organization (UNIDO) and as a part of its national RECP training and assessment partner, the Organization for the Development of the Small and Medium-sized Sector (ODIMM), the selected incumbents will support and monitor the implementation of the RECP methodology in selected Small and Medium-sized Enterprises (SMEs) from the Republic of Moldova.

The experts will conduct site visits, prepare, support, and contribute to RECP training sessions, and identify and propose opportunities to implement the RECP methodology in the selected enterprises. As a part of the training and assessment programme, they will lead the monitoring of RECP assessments at the selected enterprises (which have already conducted assessments as a part of the EU-funded EaP GREEN programme in 2013-2017) and lead the RECP assessments that the RECP trainees identified by ODIMM and UNIDO will carry out. At the end of this process, the experts will develop full technical reports (in English and Romanian). Based on both streams of activities, they will also prepare draft reports which will be used to develop individual business cases which demonstrate the successful implementation of the RECP methodology in Moldovan enterprises.

Tasks and responsibilities

The two selected incumbents will:

  1. Update training materials;
  2. Actively contribute to and develop progress reports for each training and coaching session of the programme;
  3. Monitor and report on the implementation of RECP measures at 10 EaP GREEN companies;
  4. Lead the assessments and draft progress reports for 15 demonstration companies;
  5. Monitor the implementation of RECP measures at 15 SMEs and draft reports to prepare 15 business cases demonstrating the successful application of the RECP methodology.

The profile of the incumbents (qualifications) 

  • At least 7 years of work experience, of which at least 5 years in the required field of expertise (industrial energy efficiency, environmental / energy management systems, cleaner production / industrial processes and technological optimization);
  • Experience working with SMEs / manufacturing sector;
  • Proficiency of spoken and written Romanian and a good working knowledge of English;
  • Experience in developing audits related to industrial energy efficiency;
  • Be a citizen of, and be located in the Republic of Moldova.

The deadline for submitting an offer for both positions is 21 March 2022 (10:00 AM Chişinău time). The selected experts are expected to begin on 25 March 2022 (until 31.12.2022).

The candidates most relevant to the role description and with the lowest biding offer will be selected. The reimbursement for each of the two roles consists of 194 480 MDL.
