The Cabinet of Ministers approved the Regulation on the administration of the National Environmental Fund (NEF/FNM). As reported previously, the Programme “EU4Environment – Green Economy” has been supporting the Ministry of Environment of the Republic of Moldova in developing an Operational Manual for the National Environmental Fund and with legal support to change the underlying regulation. The new regulation focuses the Fund exclusively on financing of projects in the fields of environmental protection, climate change and sustainable management of natural resources.
The document establishes the manner of administration of the National Environmental Fund, including the establishment, organization, operation and management of financial resources. Also, the Regulation provides for the method of identification, evaluation, selection, approval, contracting and monitoring of the implementation of projects in the field of environmental protection, as well as post-implementation evaluation and monitoring.
The principles of financing projects within the National Environmental Fund are:
Efficiency – the use of financial resources to finance programs and projects in the field of environmental protection based on cost-efficiency estimates.
Equality – access to the financial resources of the NEF/FNM is ensured to all eligible legal entities, and the method of financing projects in the field of environmental protection and the eligibility criteria are applied in a non-discriminatory manner to all applicants.
Sustainability – the financing of programs and projects in the field of environmental protection is evaluated from the perspective of social, economic and environmental impact.
Transparency – the activity of financing programs and projects in the field of environmental protection is carried out within transparent and participatory processes, based on approved and published procedures.
The National Environmental Fund will be administered by the Supervisory Committee of the Public Institution “National Office for the Implementation of Projects in the Field of the Environment”, subordinated to the Ministry of Environment.
