Stakeholders meeting on Resource Efficient and Cleaner Production (RECP) in the Republic of Moldova

The stakeholders meeting on Resource Efficient and Cleaner Production (RECP) in the Republic of Moldova was held virtually on 12 May 2021 from 10:00 to 12:00, Eastern European Time (EET).

The online meeting addressed the topics pertaining to the assessment of the progress on RECP (registered by Moldova as a continuation of the support provided by the European Union under the EaP GREEN Programme in 2014-2017), the planning of activities related to the RECP activities of the EU4Environment Action, and new opportunities related to the promotion of principles and practices of circular economy in the country.

On behalf of the Ministry of Economy and Infrastructure, the State Secretary Ms. Lilia Palii, addressed the welcoming remarks, stating that the foundations for promoting the implementation of RECP in the Republic of Moldova have been laid since 2010, being implemented under three different projects with the support of various partners (the Czech Republic, the Austrian Development Agency, and the EU Regional Program – EaP GREEN). On this occasion, the State Secretary also stressed that within EaP GREEN Programme, the national activities to promote a cleaner production in Moldova have visibly increased as a result of the commitments of the EU and UNIDO. Thus, during this period, 5 “NO-Waste” Clubs were created and developed in Chișinău, Bălți, Orhei, Căușeni, and Ungheni, comprising around 80 economic agents. In addition, RECP assessments were also carried out, with the common potential benefits of the involved companies accounting for approx. 3 million EUR (savings of energy, raw materials or water, and the reduction of GHG emissions from recovering recyclable waste).[1]

The online event gathered the members of the RECP group and representatives from the relevant authorities, including the Ministry of Economy and Infrastructure, as well as representatives from the European Union Delegation to the Republic of Moldova, and UNIDO. The event was also attended by members of the Organization for the Development of the Small and Medium-sized Enterprise Sector (Organizația pentru Dezvoltarea Sectorului Întreprinderilor Mici și Mijlocii, ODIMM), who, taking stock of the fruitful event, included the presentation on EU4Environment RECP tools for greening enterprises into their online information session for businesses held on 19 May 2021.[2]

As the main outcome, the stakeholders group meeting finalised practical steps forward in the implementation of the RECP methodology in Moldova. Specifically, the notion of Eco-Industrial Parks (EIP) was introduced to the audience, as a promoter and contributor to achieving sustainable production and consumption models.[3] Representatives of Free Economic Zones and Industrial Parks who took part in the meeting expressed their interest in benefiting from the EIP pilots. In particular, it was clarified that EIPs foster industrial symbiosis and embed industries into society by creating shared economic opportunities, improved ecosystems, and new avenues for responsible business practices. This process can further accelerate the progress on sustainability in the Republic of Moldova, leading to the efficient use of resources, increased competitiveness, and the creation of new jobs.
