Promoting Sustainable public procurement and eco-labeling in Ukraine: Priority categories of goods, works and services for SPP

The event on “Promoting Sustainable public procurement and eco-labeling in Ukraine: Priority categories of goods, works and services for SPP” took place on 20 July 2021 at 10:00 – 12:00 (Kyiv time).

Objectives and expected results of the seminar were:

● Introduction of the UNEP approach on prioritisation of goods and services for SPP tenders;

● Present the updated policies and changes in legislation that affect the further progress of the SPP in Ukraine;

● Present and discuss the identified priority categories of goods, works and services and market readiness to supply these products;

● Discuss the next steps on strengthening the SPP capacity in Ukraine in the framework of the EU4Environment project (i.e. development of SPP criteria for the priority categories of goods, works, and services etc.).

Participants

The participants included the representatives of national stakeholders responsible for policy, public procurement, the international community, experts and non-governmental organizations.

Background

Public procurement, which accounts for up to 20 percent of GDP in Eastern Europe and the Caucasus, offers a largely untapped opportunity to drive business and domestic markets to innovate and increase sustainability. By purchasing more sustainable goods, works and services, the public sector can significantly reduce environmental impacts and greenhouse gas emissions and increase energy and resource efficiency, achieve high social standards and quality of life.

EU4Environment aims to strengthen Ukraine’s capacity to provide SPP and the use of eco-labels. This will be achieved through the provision of technical assistance, consulting services and capacity development / training for policy makers, procurement practitioners, businesses and industry associations, as well as non-governmental organizations and other stakeholders.
