Promoting Sustainable public procurement and eco-labelling in Ukraine

The online workshop on “Promoting Sustainable public procurement and eco-labelling in Ukraine” took place on 22 September 2021.

Objectives and expected results of the seminar were to:

  • Inform about the principles and methods of eco-labelling in accordance with the requirements of international standards and internationally recognized certification systems;
  • Present the updated EU policy and the role of eco-labels in achieving the objectives of Green Public Procurement (GPP)/SPP;
  • Consider the role of mutual trust and recognition programs between environmental authorities of the Global Ecolabelling Network (GEN) Internationally Coordinated Eco-labelling System;
  • Present the United Nations Environment Programme’s recommendations on the use of eco-labels for SPP;
  • Consider the role of the government in regulating the use of eco-labels and the responsibility of users (using examples from the EU member states and Ukraine);
  • Present the recommended changes to the national legislation of Ukraine on regulating the use of eco-labels and declarations, developed within the framework of the EU4Environment;
  • Introduce the practice of using ecolabels by Ukrainian manufacturers and suppliers;
  • Discuss the challenges and issues related to the use of eco-labels and possible solutions in Ukraine.

Participants

The expected participants were the representatives of national stakeholders responsible for policy, public procurement, the international community, experts and non-governmental organizations.

Background

Sustainable public procurement (hereinafter – SPP) is a globally recognized key policy tool to support sustainable development and an inclusive transition to a green economy. International, European, national and other standards enable manufacturers to implement sustainable management systems and improve their efficiency based on uniform requirements in accordance with best practices and taking into account today’s challenges.

Under the EU-funded EU4Environment programme, the United Nations Environment Program (UNEP) aims to strengthen Ukraine’s capacity to implement Sustainable Public Procurement (SPP) and increase use of eco-labels. This will be achieved through the provision of technical assistance and capacity development / training for policy makers, procurement practitioners, businesses and industry associations, as well as non-governmental organizations and other stakeholders.
